This is what i did to get my 99 mining. Good strat.

You were 99 mining while doing this video? :) Is it always 2 tick coal from 68-99lvl?

You can start 2-ticking coal mid 60s but it's not 100%. I'd say 2 out of 3 attempts are 2-ticks. To answer your question, yes. You can 100% 2-tick coal at 68+ mining.
